The original draft of the series' bible listed Dizzy as a male character who would act as a clumsy lab assistant to Dawkins. Additionally, puppy pair Dixie and Darnell are also listed, seemingly early versions of Dizzy and Dee Dee. In the final product, Dizzy is changed to a female character and paired with Dee Dee. Meanwhile, the name Dixie would be used for a background puppy, while the name Darnell would be left unused.

Concept art for Dizzy shows her with bigger ears and a teardrop-like spot in the middle of her face similar to Dee Dee. One concept shows her with a bow tying up her ears.

In her final design, Dizzy is given a mask of spots over her eyes. Her right hear is black with two white spots, while her left ear is white with three black spots. She wears a striped blue collar.

The series shows some inconsistencies with Dizzy's design. For example, during her jumping cycles seen in the "It's a Dog's Life" music video as well as the episodes "Power to the Puppies" and "Flea-Mageddon" Dizzy's left ear has no spots and has a cut similar to that of the Dimitris. This is also seen with her biting pose in her animation reference sheet, minus the cut. In the music video and in her running cycle in "Power to the Puppies," her collar also lacks the dark blue stripes that are present throughout the series.

Dizzy is young and playful like her twin sister Dee Dee. The twins are usually the sidekicks of Dolly, as seen in "Who the Dog Do You Think You Are?" and "My Fair Dolly."

Dizzy first appears in "Dog's Best Friend," where she and Dee Dee find a human pet for Dylan. Dizzy and Dee Dee are also featured prominently in "Winter Funderland," where their disappointment motivates Dolly to create snow inside 101 Dalmatian Street. They also appear as supporting characters in "A Summer to Remember" and "Better the De Vil You Know." In the latter, they are entertained by the constantly-foiled Hunter, calling him "Mr. Funny Face." They also unintentionally let Cruella De Vil into 101 in "The De Vil Wears Puppies."
